Is this a good time for overseas study in USA or UK for MBA or MS?

I'm from India.I'm 28 yrs n single.I have been working as a software engineer in India for about 4 years now.The pay is not very good but quite ok.What my dreams are is to settle in a very good country abroad like us or uk.I'm hearing that the recession is not so much bad as it was about a year or two before.is this a good time for overseas study there to do MBA or MS as i'm very much interested in higher studies.Is it easy or harder than before to get job in US,UK or Europeafter completing higher studies.Please suggest as this is my dream.

Well I believe it is a good time to study abroad as many people are avoiding college/university so maybe tuition would be cheaper, as you are Indian you would of course have to take the TOEFL test to be accepted in any college/university in the US or UK!
