It's the change divided by the original number.
So it's 119 / 6000 = .01983333
To change the number from decimal to percentage move the decimal point two places to the right.
.01983333 becomes 1.983333
The writer chopped the number off after the first decimal place. It would have worked ok if the 8 was a 4 or lower, but since it was higher than 4 he should have rounded up to 2%.
