How to create a job search engine?

I'm trying to create a small job site, and would like to feature a search engine similar to what monster.com has. Where do I start? Resources? I need something more than a basic search. For instance, I would like users to be able to search for advertising jobs in Miami, Florida, that were posted within the past 2 weeks.
I'm not inquiring for opinions on the feasibility of my project. I'm interested in opinions on how to go about starting this sort of project, without hiring an outsider. Seriously people, are directions that difficult to follow?

There are many ways to market a small business on the web. You can buy banner ads, text links, or use PPC. However, the best way is to get listed in a bunch of portals. Portals and directories are like phone books, and they often provide a lot of traffic because they tend to rank high on Google.

This portal is giving away a free business card holder for lising your business (I got mine a few days ago in the mail). If you want to know about some other portals, just let me know.

Are there legal issues if I told human resources to keep my job search private, and they told my manager?

I had an unfortunate incident with a co-worker who has made my work environment uncomfortable. I am also grossly underpaid in comparison to market standards, so I decided to look for a new job. I did not want my standing in the company to be compromised, and because the HR Department might get inquiries from prospective employers, I did not want them to be surprised by that. I also wanted to make it clear that I did not want anyone else to know I was seeking a different employment situation, because it would adversely affect my standing in the company.

One of the two people in HR that I gave this information to told my manager, and now my situation here has become public knowledge and my job has become even more uncomfortable. Is there any legal ramification I can use to my advantage, that the human resources people gossiped about my job search to other staff members outside of their department?

As the other answerer said, your current HR has no obligation to keep your job hunt a secret. In fact, it is their responsibility to let your manager know that you are looking to leave the job if they find out. Since their job is to keep the company properly staffed, if you tell them that you may leave for another job, then they will prepare to fill your soon to be vacant position. Sadly, you had the right concerns but went on the wrong road to address them. If you apply for another job with a different company, you can request that they do not notify or contact your current employer. If that company told your current employer after you told them not to, then you would have some legal footing to stand on. However, in your situation your human resources department did nothing illegal.
