do i go in there and ask whomever is working if they're hiring, ask him/her for an application, ask to speak to a manager? what do i doo?

I personally never had success talking to the manager. Usually, especially with the current depression, they'll only be hiring if they have it advertised. Best places to check are all your local job banks. Malls often offer jobs there. The mall website usually has a listing of stores hiring. What I would do is check all the company websites on the mall and apply to them with an online resume.

So for example if you go on H&M's website, it may list "working at H&M" and you can search the city you live in to see if they're hiring part time or full time sales associates. Companies like that require you to submit an online resume or they won't hire you because their human resource department has to look at the resume instead of the store manager.
